The Council is a collective of supernaturals that govern the city. Their rules are simple. 1) Don’t harm the locals 2) Don’t leave bodies, it discourages tourism 3) do your counsel duty. Counsel duty operates much like jury duty, people are randomly selected and once chosen are excused from counsel duty for the next 6 months. No one is called for duty on holidays either. There are four types of counsel duty. The most common is simple called counsel duty. Counsel duty is usually some type of menial labor where supernaturals are needed because a human contractor would see things they shouldn’t. Sometimes counsel actually is jury duty. The next most common is Professional, those chosen for this duty are selected because of the specific skill they posses and know to arrive with whatever tools the require in their profession. Next is defense, basically a conscription used when the city is threatened. This is quite uncommon and only used when a few rouge hunters come to town or when a Summerland creature wanders through the Hedge to our world. The least common is Seer duty. No one is ever excused for Seer duty. You can be selected multiple times and at any time. Those selected are excused from all other counsel duties for the next five years sometimes longer depending on the duration and danger of the seer duty.
