A well armed and well organized group of hunters who have set up a ‘defensive perimeter’ on the other side of the DMZ to prevent the influence of the council from extending too far into surrounding areas. They have reached an informal understanding with the council that they stay out of the city and the council doesn’t cross the DMZ.
